Using apr28 m16 commercial builds.

According to the 4/27/00 revision of the mail prefs spec the following option
should be removed:

"Double-clicking a folder opens it in a new window."

Note:  current spec also shows to remove the double-click message option, but I
am arguing that it should stay and possibly be reworded.
