when disk based documents are loaded they are missing their scrollbars
You made changes the webshell and the document maybe you can take a look.

I've stepped through the code that I touched and couldn't find anything 
suspicious.  I'm passing this on to Ben and ccing Hyatt because a big 
skinnability landing happened over the weekend that could be a potential cause 
for this bug.

"Dump Frames" in viewer shows that the ScrollbarFrame exists (in the correct
way??), but has 0 width.
My fault.  The chrome registry caused this.
