Steps to Reproduce:
1. Install Firefox 2.0.0.3
2. Go to http://www.adobe.com and select Get Flash Player
3. Select Download Now, Save the file and Run it
4. The installer requires Firefox be closed

Actual Results:  
If Firefox is closed, the installer works fine
If Firefox is not closed, the installer doesn't work

Expected Results:  
Expect Firefox to install the Flash Player like IE6/IE7 where it doesn't need to be closed or restarted

Well http://www.adobe.com/ itself uses Flash, so the Flash plugin is in-use and cannot be replaced. IE uses ActiveX plugins, they work differently...
