reftests in layout/reftests/svg do not run by default. Should they be? Would any reference to the svg reftests require wrapping in #ifdef MOZ_SVG assuming such a thing is supported? Do thunderbird etc run these reftests and are they all compiled with svg enabled?

I think that patch is fine, although dbaron can confirm. The only reason I didn't turn on the tests yet is that all my trees are really hacked up, and I wanted to make sure they ran fine on my machine first. Lame, I know.
