-Mozilla-Keys: header is limited to 96 bytes(when MS Win), then tags are not written in the header if total length exceeds 96 bytes.

Attached screen shot is staus after next test.
 Add tag-001 to tag-009, then add tag-00000010, tag-10, tag-00000011, tag-11
tag-00000010, tag-00000011 and tag-11 is not written in X-Mozilla-Keys: header.
Test was done with Tb 2.0.0.0 on MS Win-XP SP2, but I guess trunk has same problem.

I think, if total length exceeds 96 bytes, the mail is better to be copied to end of mail file and old one is flagged as deleted.

What happens is, the next time the folder is compacted, we create an additional line for the mozilla-keys header, and the additional tag is added to the additional line in the mailbox, from the db.

Thanks for explanation.

Problem(loss of tag) occurs only if user executed manual mail folder recovery by deletion of ".msf". 
This is some bugs complaint about loss of tags?
(Manual recovery is usually only when ordered to delete .msf by Mbox tunc'ed )
(message, but old user like me or nightly tester deletes .msf frequently...  )

Anyway, this bug can closed as INVALID or WONTFIX. Which do you like?

Oh wait for a while before close.
Several tags were duplicated after compact folder.
("tag-00000011 tag-11" in second line are duplicates) 
Better to open separate bug?

Duplicates of comment #3 didn't occur when next test ;
 1. Put tag-001 and tag-009 in X-Mozilla-Keys: and delete ".msf".
 2. Restart Tb, and add tag-0000010, tag-10, tag-0000011 and tag-11,
    copy a mail to folder and delete, then compact folder.
When test of comment #0, all tags are newly defined by each tag setting, and all were done in a session.
I'll try careful test with trunk, and open separate bug for duplicate problem if problem is persistent. Sorry for spam.

Closing as WONTFIX.
(already covered by compact folder. no need to do just after tag setting.)
