This has been talked about a lot; couldn't find it reported though.

The dropdown arrow for the keyword/URL list should be moved over to the right, 
to the left of the Search button, for better consistency with other browsers 
and more familiarity to the user.
I believe this issue was raised -and dealt with- a while ago. German could probably speak more eloquently on it than I. This is 
really a UI:design issue reassigning

This decision has been made a while ago.
The drop down moved to the left side of the urlbar due to huge discoverability 
problems when it was on the right on the windows 4.x version.
Mark as INVALID.

vrfy invalid, but can you explain please what discoverability issues arose with
