Using the MS keyboard remapper http://www.microsoft.com/globaldev/tools/msklc.mspx and other keyboard remappers it is possible to assign a character such as ä to the key strokes Alt+; or to Ctrl+;. This works in all Windows application (including) IE6 but it does not work in Firefox. When I press Alt+; in Firefox then nothing happens.

Steps to Reproduce:
1. Install a keyboard remapper.
2. Press Alt+;.
Actual Results:  
Nothing happens.

Expected Results:  
I expect ä to appear.

I tried some additional remaps such as assigning "7" to Ctrl+J. This did not work either. It appears that Firefox cannot handle characters that are invoked with a Ctrl prefix.
