38702 - Forwarding:single non-ascii chars is displayed as two single chars in message header body

When html composed message is forwarded as an attachment the forwarded Subject 
containing 8-bit chars in the body isn't converted correctly.
Steps to reproduce:
- compose html message with non-ascii chars in header and body;
- send and get message;
- forward this message as an attachment;
//note: incorrect display in Subject header in message body

Is this different from 34865 (Int chars in headers in forwarded mails doesn't 
show correct)?

Reassign to rhp, may be a dup of 34865 (filed for plain text).

this is not reproducable in 2000-07-07 M17 build, assuming it is fixed
