Tested 3-16-99 Win 32 build.

Small Hiragana and Katakana, the code page from A7-AF and 829F-8396(shift_jis) characters should be
at the beginning of the line.

Step of reproduce
1. go to the above URL
2. use mouse to make Windows smaller and look at the line break
3. look at the number 1, 3, 6, 7, 8, and 12 testcases
   These characters can be at the beginning of the line.

The following character should be in JIS x4501 class 3-
U+FF66 to U+FF6F. We need to verify U+FF61 - U+FF65 and U+FF70
It seems the FFXX range is not working but the Hiragan and Katakana range are
working. Howerver, teruko currently do not have enough test cases to verify that
part. So she will update this bug after she create more test cases.

I created the test cases for 829F-8386 in http://babel/tests/browser/kinsoku/sjis1/test3_sjis.html.
Line break of those characters works.  I changed the summary.  This  is only small hankaku
katakana problem.
