As per the ADD-005d requirement for Firefox 3
<http://wiki.mozilla.org/Firefox3/Product_Requirements_Document#P3>, a "Downloads Add-ons" button is needed for the Download Manager.

Please don't. The download manager will receive quite a lot of buttons soon, the mockups looks cramped enough already, there's simply no place for a "Download Add-ons" button. And it doesn't belong there anyway. We've got the Add-ons manager for that.
