Language packs that are listed as extensions need to be recategorized as their specific type.

In the new design we are categorizing these separately and we think that should alleviate this issue.  Will resolve when we have the new categories set up.

Categories are a step in the process, but we can't resolve this until the add-on is actually marked as a language pack, and not just in the proper category.  (ie. this probably depends on other bugs from 390660)
Target Milestone: 3.2 → 3.4
We have done this for 3.2 for the language packs that we are aware of.
