39150 - TD element content is not displayed

Expected Results: The TD element should be displayed with it's content.
What I got: TD is not displayed.
1) Open the test case "form_started_out_of_TD.html" which is distilled for the 
Earthlink home page.
2) This a table that contains a FORM which is started and ended outside of a TD 
element.
3) This bad html is causing the TD contains not to be rendered in NS6.

4) If you open this same file in Comm 4.7, the TD is displayed.

5)Even though this is bad html, it would be nice to render the TD like 4.7

This looks like a tables problem - reassigning.  In particular, it seems to
depend on the combination of malformed HTML with a ROWSPAN.  My simplified
testcase acts a bit strange in 4.x - the two cells are shown on the same line.
