Details

We talked about this in the last meeting.  When someone who is logged in navigates to a page that has a new version in the "needs review" status, a message should show up somewhere on the page informing them.  Especially if they have the power to publish the new version.
Upping severity from enhancement.  If a new version of a page is marked as "needs review" and someone goes to the current page and clicks "workflow" they aren't notified of the new version at all.
