On the most recent nightly (2007092104, OS X 10.4.10) all of tab close buttons disappear, except for the active tab's, whenever a new tab is opened. This is fixed by closing a tab.

STR:
1. Open a new tab
2. Observe the missing tab close buttons
I just noticed that closing a tab by click on the close button does NOT restore the other buttons. Closing it with Cmd-W does, however.
I just realized that this only happens when the tab bar becomes full, and is expected behaviour (happens on Fx2, as well).
