Bug 399665 might want this, and tinderboxens should get the python version of compare-locales, too.

Thus I'd like to make toolkit check out testing/tests/l10n, preferably from trunk. The branch and application specific information should be factored out of it by now.

I'll file a bug on tinderbox to move over and make that depend on this one.
