You need to follow the steps at http://www.mozilla.org/hacking/getting-cvs-write-access.html (in particular submitting a completed contributor form) IIRC the old policy (which is still in effect per the page I just linked to) requires only 1 voucher. moa alone is prolly sufficient here but someone else should prolly chime in on that.
