No consistency in dialog vs sheet usage in Preference panes

STR:

1. Open Preferences
2. Click Privacy tab
3a. Click "Exceptions" button
3b. Click "Show Cookies..."
3c. Click "Settings..." button 
3d. Click "Clear Now..." button

Expected result:

Some kind of consistency in the UI thinking. Some of these buttons bring up sheets, some bring up modal dialogs. It almost seems to be a random judgement.

I would suggest to use sheets in this situation, and not modal dialogs, for all of the "sub-dialogs", but I'll defer to someone who has actually read the HIG on this.
