I have the box checked for this, but I always have to right click, then select to open in new tab.

Expected Results:  
When I click on a link, I would like it to open in a new tab because it always opens in the current tab.
The preference you're referring to is "New page should open in: a new tab".

This preference is meant for links that would otherwise open in new windows, not for every link. If you want to open a link in a new tab, you can hold down ctrl when clicking the link or middle-click it.
