By default folder is "Moite izteglyaniya" in Bulgarian language (cyrilic alphabet). If that folder is deleted, I can not switch to folder "My Downloads" with 'Browse' button - Firefox suggests "Moite izteglyaniya" again and fill the field with that value. 

Reproducible: Always

Steps to Reproduce:
Firefox in Bulgarian

1. Delete folder "Моите изтегляния" 
2. open "Инструменти" - "Настройки..." - "Основни" - "Изтегляния" - "Запис на файловете в" ("options"-"downloads"-"save in..") 
3. click "Разглеждане..."  ("Browse...")
4. select "My Downloads"

Actual Results:  
field "save in" becomes "Моите изтегляния" ("moite izteglqniya")

Expected Results:  
field to be "My Downloads"

This smells like file system encodings, Ted has seen some of that, smontagu should know more, too.

Either that, or this is just invalid. I don't expect to see "My Downloads".
