Details

I think people would be more comfortable if they knew who to contact if they needed it.  A list of publishers by locale and admins in kubla would be great.
Basic lists are available here:

/user/admins
/user/publishers

They're linked to from a few error messages where it would be useful to contact people.

Also, I added a block to the browse page for who the locale's publishers are.

r9225 and r9229.  Will be on the live site this Friday.
