So, I need to be able to see all of the staging queue besides en-US since I deal with things outside of it such as js, includes, style, etc. I also do some locale stuff occasionally, too, so it would be nice to see those, too. I don't mind extra mail coming in as a result, so don't worry about that (for me, at least). This really hurts me currently with Kubla, as I'm forced to tag some changes manually via SVN since I can't do it in Kubla.
Is this still an issue?  Couldn't we just make you an admin?  Is a code change necessary?
Kubla is no longer useful in the new moz.org world.  -> wontfix.
