You can see the underline when selecting underlined text or a link in quirks mode, but not in standards mode

Reproducible: Always

Steps to Reproduce:
1. Have some underlined text and a link in 2 documents, one in quirks mode and one in standards mode
2. Select all content 

Actual Results:  
In quirks mode you can see the underline but in standards mode you cant.

Expected Results:  
See the underline in standards mode.
