Details

To reproduce:

1) Change a file on trunk
2) Save the file and include a commit message
3) If there are no publishers for the locale the admins are emailed instead
4) The email doesn't include the commit message

Expected results:

4) The email includes the commit message
Haven't been able to duplicate this on the staging site :-/
Fixed and live.  The latest admin escalation (while still subject to bug 418731) included the comment.
