Take your average bugzilla site.
The user first is asked to login or establish an account.
Only after doing this does he see
"First, you must pick a product on which to enter a bug."
Only then does he realize if he went to the wrong site, unless he does
extra poking around.
Therefore, right on the first page of bugzilla, it should have the
product names listed on one line, separated by commas, near the top of
this screen: This site is for productA, productB, ... bugs.

Yes an administrator can customize to that effect currently, but that
should be the new default, and administrators could customize if they
don't want to reveal this information so upfront.

The home page is not the place where you list all products of your installation. The page description should be clear enough about that. Moreover, some products may be restricted into groups, in which case they shouldn't be mentioned to non logged in users.

We are investigating other directions to make index.cgi more useful.

I'm associating this with the homepage fixes. I don't agree with the solution suggested, however, there might be a useful idea here.
