It's done on purpose at <http://lxr.mozilla.org/mozilla/source/browser/base/content/browser.js#1471>. Apparently, it has always been like that, even in Netscape or SeaMonkey. There's still a bug open on SeaMonkey to fix that : bug 94552.

it's O,K if the home icon is on the navigation toolbar, 
but if it's on the bookmark toolbar you need this options.

that was the first thing i was trying to do when i first saw it.
