The menu Message->Change->Label displays all the labels in the colour black. In contrast, ctrl-click and the menu Tag shows the tags with their colours.

[Note: the Message->Change submenu uses the Eudora terminology "Label" rather than the Penelope term "Tag"]

The labels should be shown with their correct colours.

Having just downloaded and installed the latest version of Penelope/Eudora 8.0.0b4 I am surprised to see that this problem is still present.
