Details

SVN should be reorganized to make things standalone by default.  Current dist scripts are nice but also not really necessary if we can shuffle things around a bit.

pain points:
* adding files so they get absorbed in trunk/dist is a pita
* dist scripts copy non-SVN files
* there's always externals if we need to do some fancy include mojo

suggest:
* creating top-level lib library than contains common elements
* do some cleanup and reduce interdependencies in code between three tiers
