423531 - unable to use special em:id "fy" for new dictionary

Two people are trying to submit a Frisian (fy-NL) dictionary to the add-ons page of Mozilla. The first is Eeltsje de Vries which uses <em:id>[e-mail]</em:id> and the second is Luitzen Hietkamp which uses <em:id>[e-mail]</em:id>.
Both use the same dictionary, so they are unnecessary duplicates of each other, where it has to be noted that the second even hasn't got a license file.

I talked to Luitzen and he agreed it wasn't needed to submit 2 of the same and he was willing to let me use <em:id>[e-mail]</em:id> for really another dictionary ( from the official scientific research center). As far as I know he has withdrawn his add-on, so now I would like to be able to use <em:id>fy.

Can this be arranged?

There's no way to edit a GUID.  His add-on (5679) is indeed disabled, but it still owns the GUID.  I'd suggest the following steps:

1) Add you as author of [e-mail]
2) Re-enable the [e-mail] add-on
3) You upload a new version of the add-on
4) If fy-NL@ is a duplicate we disable that add-on

Luitzen's AMO address isn't in bugzilla, so I can't CC him to verify.  I'm CCing Basil for approval or review to see if there is any other policy stuff we need.

Luitzen has tried to add me as an author, but the online form doesn't work.
We receive the error: 
"There are errors in this form. Please correct them and resubmit."

Can you manualy assign me to this add-on?

I have been trying to contact Luitzen several times to let him send an email to Wil Clouser, but until now without any result. No contact at all.
Do you think there is a way to overrule the normal procedure?
I'd really like to submit the Frisian dictionary pretty soon.

He sent an email to luitzenhietkamp@ hotmail on the 17th and we haven't heard back.

I'm sorry for the delay in this. I've added you Wim to the author's list for ID: 5679. I've also re-enabled the add-on. So, you can now upload the new dictionary with the GUID=[e-mail]. Thanks.
