Using 2000-06-08 m17 commercial build linux rh6.0
I don't see this on NT 4.0 or Mac OS 9.0


The message filters ui launches too far too the right, so that if you launch the
filter rules subdialog (Edit or New) it will launch to the right of the main
dialog and is mostly offscreen when using a maximized/full screen window.

1.  Launch mail window. Maximimize it (full screen).
2.  Edit|Message Filters. Notice how it opens pretty far right on the screen. 
3.  Click New to open Filter Rules subdialog.

Result:  Filter Rules dialog opens mostly offscreen to the right.

This is also happening with the subscribe dialog.  Way off screen, can barely
tell it's there.  
sounds bad enough to fix for nsbeta3, nominating.
