427694 - Language Tools browse page should link to detail pages

On the language tools page ( https://addons.mozilla.org/en-US/firefox/browse/type:3 ) we have a bunch of links to "Install Dictionary" and "Install Language Pack".  Instead of directly installing, those should like to the appropriate detail pages so people can see descriptions and quality of add-ons.

This easy fix just links to the details page for the respective add-on instead of installing dicts/lang packs directly. Please note that the "Install" vs. "Download" wording stays intact, but I think that's appropriate considering that's what you'll be doing when visiting the details page. I don't think we need an l10n change there, or do we?

Verified FIXED using the following URLs--and noting Fred's caveat in comment 1 about "Install" vs. "Download" not being precise when the link goes to the details page.
