427780 - proto 0.15 theme landed today causes color mismatch between toolbar and tabbar when bookmark bar is disabled

when disable bookmark toolbar
and use normal size icons. the color of tabs is lighter than the toolbar

Reproducible: Always

Steps to Reproduce:
1.disable bookmark toolbar
2.make sure using normal size icons, not small ones
3.
Actual Results:  
color changes suddenly from toolbar to tabbar

Expected Results:  
should be seemless.

It's also far better than it was before. I'm sure Kevin knows about this, and I'll let him respond, but the answer might be "meh, it's as good as we can get it to match".

We fixed this once but accidentally broke it again when the toolbar changed height with the smaller keyhole icon landing. We'll try to sneak in a fix if we can.

thanks! I do like the smaller keyhole, but color mismatch is a bigger problem... bigger keyhole can be regard as a design preference, color mismatch would have to be a bug.....
