428073 - re-arrange items in editor

During creating a tutorial on editing articles, it occurs to me that the layout of the editor is not very intuitive.
For instance,
- The edit summary should be among the last items, after upload picture, and freetags.
- Language should be before the content area (didn't it used to be there? Why was it moved?).
- Upload picture should be close to the content area, and perhaps preview as well.
- Allow HTML should be before the content area

We should establish how to make the entire thing look before making changes, i.e. a detailed look (maybe demo screenshot).

While we're at it, we should make sure this work is not unnecessary given the planned redo of the editor:

We could also improve the editor incrementally to begin with. It seems like these suggestions in this bug make sense and might be relatively simple to fix.
