Need to add consistent handling of browsers with JavaScript disabled in the new Developer Tools pages. We're requiring JS for these pages, so this will be in the form of a warning box that says JS is required, similar to what is done in the Stats Dashboard.

This bug has been fixed on the AMO 3.5 Developer Tools revamp branch and will go live when 3.5 is launched (date not currently set).

On the new pages, I got a yellow warning box with the following message:

"JavaScript is required to use this page.
Please enable it before continuing."

Tested with:
