When using a web proxy (set up manually in Edit->Preferences->Advanced->Proxy) I
get a connection refused when trying to establish a secure connection.
Changing status to new. This is a known bug and release noted. I couldn't find 
another open proxy bug, so this will be the one for Mozilla.
