Steps to reproduce:
-> Open the Options
-> Go to the Applications Tab
--> mailto Handler is missing, even when you have multiple Mail Handler Installed like Tbird, Outlook Express

We already filed bug 428475 on this, resolving this as DUPE. Bug 401856 comment 32 says that we're moving it off the blockers, so clearing the RC2? whiteboard.
