Details

1) Code cleanup
2) Make override survive reload and be resetted only on superreload
3) Cut&paste the changes for loading XML docs as well
Status: NEW → ASSIGNED
Target Milestone: --- → M17
Also: 
Do 3) for the frame parent charset code too.
4) Attempt to establish a charset in the decreasing order of the priorities.
A task bug which no longer make sense. Mark it WONTFIX
