Reproducible: Always

Steps to Reproduce:
1. Click on New Run
2. Enter data in BOLD
3. Click Submit
Actual Results:  
Nothing happens.

Expected Results:  
Start a test run.
This does have a work-around.  You need to give the fields (this time the Test Manager field) time to populate.  I was typing in a certain value, and the New Run screen didn't like it.

However, no error message showed up - this seems to be the real problem here.
