Just when I thought evaughan, don and sairuh would only lightly torture me for 
the 4 bugs I've reported in the last 5 minutes, I find another one.  If you 
want to kill me, please take a number.

With the mouse, click View and then click Character Coding >.  Now press the 
right arrow key.  Instead of the first item in the submenu being highlighted 
(as it should be, and, I believe, as it used to work), the Go menu, which is 
two menus away, is activated.
hmm..restarting made it jump only one top level menu item, someone confirmed 
this also

pink, saari, jrgm, are these xp toolkit issues?
distinct, I suppose, from the up and down arrow key events in the menus, but 
part of the same general solution (i.e., could possibly be dup'ed against 
bug 43726, depending on how eric wants to handle this).
