I was installing Firefox 3 on Windows XP for someone else earlier today, and I noticed that the font size used by the UI was too large.

1) I checked the system DPI settings; they are set to 96 DPI, which is normal for Windows.  The font size settings in the theme are also set to "normal".  The font, Tahoma 8pt, is also correct.

2) This is a fresh install with a fresh profile.  Firefox had never touched this computer before.

3) Content font sizes are correct and do not seem to be affected.  This seems to affect only UI fonts (e.g., |font: menu;|, |font: message-box;|, etc.)

4) No other app on the system seem to be confused about the UI font size.  (see screenshot)

I haven't a clue what is causing this problem.  I don't see this in any of my own Windows installations, and I've checked every system setting that I could think of.  In any case, given that no other app on this system seems to have problems with the UI font being rendered too big, I think that this may be a bug with Gecko.  This affects Firefox 2 as well, so at least it's not a recent regression.
