Upon closing and re-opening firefox, the 'first time' window is displayed each time I open firefox, also, the tab settings are reset to default upon closing and re-opening

Reproducible: Always

Steps to Reproduce:
1.Close Firefox
2.Alter Tab settings to 'Always show the tab bar'
3.Re-open Firefox

Actual Results:  
Firefox 'first time user' page shows and tab settings return to default

Expected Results:  
First time page should only show when first using the browser and tab setting should be retained
