441820 - Add mozilla/security/nss/README

We should add a README file for NSS, in the
mozilla/security/nss directory.

When we create source or binary tar files,
we should include this README file in the
top level directory.

The README file should contain the following
information:
- Link to the NSS website
- Simple build instructions for a normal optimized
  build, with a link to the complete build
  instructions on our website.
- Mailing list/newsgroup
- How to report bugs
