Using Print to file - PDF of a web page with empty headers and footers results in a bounding box that is too large at the bottom (see attached file as example).

Reproducible: Always

Steps to Reproduce:
1. take a web page
2. File / Print / Print to File / PDF
3. Options / check Print Background Colors and images, set all header and footer fields to blank
4. print the file
Actual Results:  
see attached example: bounding box at the bottom is incorrect

Expected Results:  
a correct minimal bounding box
