442274 - remove group restriction on account-request bugs, pretty please

We have a bunch of account-request bugs that are marked closed, which is not what we want.  (We like a lot of transparency around account access requests, especially because for new contributors it's important to know who their voucher is if they need help or some gentle course correction.)  I'm sure it's just the default-closed checkbox that's foiling us here, and not any intentional opacity, so it'd be great to just get the infra box unchecked.

Flipping the bit on those 35 (probably RESOLVED) bugs would be a great service to mankind.

Done. I believe there are some more bugs under Server Ops that need to be moved over, too, but I think I got most of them out of Server Ops and into the new components (and opened).
