OK. I use lots of keyboard shortcuts. In Safari this works. In Firefox it does not. Reproducible: Always

Steps to Reproduce:
1. Buy something online
2. Use the TAB key to sequence through fields, e.g. First name, Last name, address 1, etc.
3. Skips over the "state" field everytime. Or any other drop down menu item.
Actual Results:  
IT skips over the field

Expected Results:  
IT stops at the field and lets me select the item with the up or down arrow key.
