I will be honest, it's very hard to report details on this bug because it's intermittent and hard to duplicate.  The information I can provide is it seems to happen on any website (content-rich, text-only, Java, etc) regardless of content or contents.

Link type doesn't seem to matter - text links, buttons, etc. all have this happen sometimes.

The link does not open at all (new page doesn't open, button doesn't register a "press event", etc. depending on link object type in question) -- instead the object is just outlined similar to if you clicked on whitespace and hit [Tab] down to the object in question.

Steps to Reproduce:
Currently unknown :(
Assumedly clicking "a lot" of links you would eventually encounter this.
Actual Results:  
Screen view in FireFox scrolled down (similar to 1 or 2 'clicks' on a Scrollwheel)

Expected Results:  
Link should have activated and performed corresponding action.

For the record, i've had this happen on a few PCs using various versions of FireFox.  Reintalling and starting a new FireFox profile doesn't seem to help at all.

It seems as well that some hardware is immune to this hard-to-pin-down bug.

Are you talking about left clicking?
Yes, this is left-clicking (as you normally would to visit a/the link in question).
Well, with middle-clicking this is imaginable; when the mouse is a half year old it is already an old mouse and this kind of things start to happen then. 
Sometimes, very rarely, the page starts to scroll a bit when I only move my mouse, without touching a button or wheel (I think). But clicking on a link and then the page starts to scroll instead, I have never seen this.
Are you using an additional driver for it? When you are using an XP driver you could undo the installation and let the computer find and install the mouse again.
Looks like this happens in IE7 too, so I have no idea.  I guess it's a Windows I/O bug then?

Really wierd either way, but seems to not be Ff specific.  So we good ^_^
