Can you try running in safe mode (http://support.mozilla.com/en-US/kb/Safe+Mode). This issue often occurs when Firefox has stopped responding, and is closed. The Process continues in the background, but the window is not up. Open Firefox normally, do not open any websites. After Firefox has fully finished loading, close. then try to open it again. Do the same in Safe Mode.

In safe mode with factory default, the Firefox is OK.
Maybe an extension problem.
Firefox should check and terminate the process after closed.
Can you figure out which extension(s) are causing this problem for you?
Summary: firefox is not responding → "Firefox is running, but is not responding..."
Maybe they are AdBlock Plus, Google Toolbar, and other extensions that keep running background process
If this does not happen in Safe Mode, disable the extension one by one in normal mode. This will eventually show which one is causing this. Then, contact the developer of the extension. Closing as INVALID for now.
