IF you have 3 or more tabs open and then toggle the browser.ctrlTab.mostRecentlyUsed to false, there is no apparent effect.

Restarting the browser or closing tabs until 2 or less are open seems to be required before this change becomes active.
Actually my previous comment appears to be not entirely correct.  Restarting the browser appears to be the ONLY way to make the preference change be honored.
No intent to fix this. It's a hidden pref that you're expected to flip once or twice and then forget about it.
This pref doesn't exist anymore.
