I wrote a simple XHTML document available at http://www.zen.org/~sven/ that as
the element:

<?xml version="1.0" encoding="iso8859-1"?>

As required in section 3.1.1 of the XHTML 1.0 manual when not using UTF-7 or UTF
-8 as your characterset.  It mozilla window just ratains copies of the other
windows that are put on top of it.

This worked correctly in m15 but is broken in m16.

when removing the <?xml...?> tag it works fine.
jbailey says this is a dupe; but he's unempowered. I agree
