Due to working on bug 451185, I found a few fixes to packaging files we should make, a number of which probably came out of the switch to hg.

(Marking dependency only because I found the issues with the patch to the other bug)

This patch fixes up the issues I found this time, maybe needs some more work on Windows though, as I just ported the Linux issues I saw to Windows to my best knowledge.

I'm waiting for a response in Bug 383430 regarding one entry, but I can already note on thing: Remove the removal xmlextras.dll/so again, this one can be included in the builds as extensions/xmlextras still exists, it's just not enabled by default. I know it's somewhat of a special case, but I would like to keep it.
