The 'title' attribute of the HTML INS and DEL elements is not displayed as a 
tooltip. This is probably a content sink or parser problem. I can see no reason
why the JavaScript tooltip code would not work.

INS and DEL are special elements, in that they can appear almost anywhere in the
markup (IIRC, they are, in SGML terms, included elements). We *do* currently
recognise INS and DEL elements, since they get styled appropriately.

The testcase works now.  I believe the problem was solved by bug 62160.  Looks
good...
